Patrick A. "Pat" Genzler - Lawyer in Norfolk, VA

Patrick concentrates his practice in construction, environmental, technology, government contracts law and international business matters. He has assisted construction contractors with business formation and incorporation, formation of teaming arrangements and joint ventures for design-build and public-private ventures, and has represented contractors in contract disputes and litigation of large claims in excess of $70 million.

Pats environmental practice involves representation of business and industrial clients in a wide range of regulatory compliance, permitting, enforcement and litigation matters, covering virtually all environmental regulatory programs and federal and state environmental laws. He has represented clients in administrative enforcement actions by the EPA and state agencies, and has also litigated private environmental damage and cost recovery suits.

Pat represents government contractors in formation of businesses including small business entities, contract drafting and negotiation, regulatory compliance advise, claims, and litigation matters.

In the technology area, Pat drafts, reviews and negotiates licensing agreements for software, and computer system sales contracts and maintenance agreements. He has represented companies in litigation and arbitration of disputes arising from software and hardware sales and license agreements for manufacturing facilities, medical service companies, and office and administrative systems. In connection with his litigation practice, Pat has been active in developing processes for complying with the emerging requirements for e-discovery in litigation and arbitration. Pat has been a frequent speaker on e-discovery topics for bar associations and for other groups.

In addition to representing clients in alternative dispute resolution (ADR) hearings, Pat has served as both an arbitrator and mediator for many such disputes. Pat has previously been certified in the Virginia as a mediator for court-referred mediations, and is certified by the North Carolina Dispute Resolution Commission as a mediator for Superior Court mediations. Pat is a member of the Virginia and North Carolina bars and has handled cases across the country and throughout the southeastern U.S. Pat is admitted to practice before the U.S. District Courts in Virginia and North Carolina, the U.S. Court of Appeals for the Fourth Circuit, and the U.S. Court of Federal Claims.

Pat was formerly a naval officer, serving as both a surface line officer and a Navy JAG for twenty years. His Navy assignments were varied and included assignments as the Assistant Director of Naval Intelligence for Legal Affairs, and as the Regional Environmental Counsel for the U.S. Atlantic Fleet. He has held Top Secret and special access security clearances.
