He has particular experience representing political subdivisions and school districts as bond counsel for General Obligation and Revenue Bonds, Tax Anticipation Notes, Bond Anticipation Notes, Lease-Purchase Agreements, Installment-Purchase Agreements, as well as other forms of financing. He has handled a number of referendums for clients, as well.
Mr. DuBose works in concert with other Haynsworth Sinkler Boyd attorneys on behalf of local governments in the negotiation of real estate development agreements and inter-governmental agreements across South Carolina.
SIGNIFICANT MATTERS
- He worked with the South Carolina Senate Finance Committee to draft legislation that modernized the procedures for selling general obligation debt.
- Mr. DuBose drafted first-of-its-kind legislation that authorizes the levy of a one-percent sales tax by a county to provide an alternate source of funds for repayment of school building bonds and supervised subsequent litigation that validated this new approach to school finance.
- Mr. DuBose has worked for a number of years with educators and local community and business leaders on proposals to reform education financing in South Carolina.
