About the lawyer
L. Charles Keller assists clients with policy, strategy, and compliance issues related to matters under the jurisdiction of the FCCs Wireline Competition Bureau and state regulatory issues. Mr. Keller is recognized as an expert in the FCCs universal service rules, and works extensively with clients participating in the FCCs Connect America Fund, Mobility Fund, E-rate, Lifeline, and Rural Health Care support programs, as well as clients with questions or problems related to universal service contribution and Form 499 reporting issues. He also works on policy and transactional issues before state public utility commissions. In addition, he has extensive experience in telecommunications numbering issues, including number portability and toll-free numbering issues.
Prior to joining the firm, Mr. Keller spent five years at the FCC, where he held senior leadership positions in the then-Common Carrier Bureau and also served on the federal staff of the Federal-State Joint Board on Universal Service. In this capacity, he was integrally involved in the development of federal Universal Service policy. Later, as Chief of the Network Services Division, he led development of policies for telecommunications number assignment and rules protecting against number exhaust.
Mr. Keller is an active member of the Federal Communications Bar Association and has served as a Co-Chair of its Wireline Practice Committee and State and Local Practice Committee. He serves on the Board of the LGBT Technology Partnership. He also represents several clients on a pro bono basis in political asylum cases on referral from Whitman Walker Legal Services of Washington, DC.
