He has also participated in public finance transactions in other capacities, including as underwriters and bank counsel.

Kirk advises clients regarding changes in state and federal laws that affect municipal debt obligations. He assists issuers and underwriters of municipal debt obligations and municipal advisers to issuers and conduit borrowers in achieving and maintaining compliance with such laws.
