Caroline D. Ciraolo, former Acting Assistant AttorneyGeneral of the U.S. Department of Justices Tax Division, is a partner withKostelanetz Fink and a founder of its Washington, D.C. office. Herpractice focuses on federal and state civil tax controversies, includingrepresentation in sensitive audits, administrative appeals, and litigation,providing related tax advice, conducting internal investigations, andrepresenting individuals and entities in criminal tax investigations andprosecutions. Caroline is President of the American College of Tax Counsel andimmediate past Chair of the ABA Tax Sections Civil and Criminal Tax PenaltiesCommittee. She is a recipient of the IRS Chief Counsel Award and the ABATax Sections Janet Spragens Pro Bono Award, and served as an instructor withthe IRS Military Volunteer Income Tax Assistance program at Ft.
