Frederic Lee Klein chairs the Energy and Utilities Section of the firm's Regulatory, Energy and Telecommunications Department. Fred has wide-ranging experience in energy and utility matters, including electric and natural gas market restructuring, and transactions in regulated and competitive markets. His practice includes representing regulated and unregulated companies before more than a dozen state and federal regulatory commissions, district and appellate courts, as well as representing clients on numerous complex energy transactions and project developments.

Fred has litigated cases involving regulation of electric utilities and natural gas pipelines, licensing of hydroelectric facilities and interpretation of government contracts. He also has advised clients on antitrust matters and issues of utility regulation. He has provided legislative support on energy related issues in various states and has negotiated and drafted numerous power purchase and sale agreements and general contract templates for electricity, natural gas and renewable energy products. Fred also has represented competitive energy marketers throughout the Northeast with respect to licensing and regulatory issues, as well as wholesale and retail customers in contract negotiation and drafting.

Fred worked for 20 years in the legal department of Northeast Utilities, where he served as assistant general counsel for 12 years. He provided legal support for trading activities under industry standard agreements and for the transfer of a hydroelectric facility and relocation of a fuel cell. He also provided antitrust advice in connection with transactions, including joint ventures and pre-merger activities. Before Northeast Utilities, Fred was in private practice in Washington, D.C., and served in the Office of General Counsel at the Federal Energy Regulatory Commission.
