Karen D. Walker serves as executive partner of theTallahassee office and practices in the firms Public Policy RegulationGroup.

Ms. Walkers practice encompasses all aspects of Florida administrative law,and she has a broad range of experience in Florida state and local governmentprocurement matters and public utility law. Ms. Walker also regularly counselsclients on Florida ethics and election law issues. She practices before theFlorida Division of Administrative Hearings, the Florida Legislature, variousstate agencies, local governments, and trial and appellate courts.

Ms. Walkers state procurement experience includes representation of clientsin contracting issues with the Florida Department of Management Services, theFlorida Department of Education, the Florida Department of Transportation, theFlorida Department of Health, the Florida Department of Children and Families,the Florida Department of Environmental Protection, the Florida Department ofCorrections, the Florida Department of State, the Agency for Health CareAdministration, the Agency for Workforce Innovation, the Florida Department ofFinancial Services, the Florida Department of Law Enforcement, the FloridaDepartment of Highway Safety and Motor Vehicles, the South Florida WaterManagement District, the Florida House of Representatives, the Florida Senate,state universities, community colleges, school boards, and various localgovernments. Ms. Walker assists clients in preparing responses to invitations tobid, requests for proposals and invitations to negotiate and in protestingspecifications, where necessary. She also represents clients in bid protests andin negotiating contracts with Florida state agencies and local governments.

Ms. Walker regularly advises clients on Florida ethics and election lawissues, including campaign finance, gift laws and lobbying laws. She alsorepresents clients in proceedings before the Florida Elections Commission andthe Florida Commission on Ethics.

In addition, Ms. Walker has experience representing clients before theFlorida Public Service Commission in complex utility regulatory matters. Ms.Walkers public utility law experience includes telecommunications, electric andgas and water and wastewater regulatory issues. She has represented utilityclients in certification proceedings, rulemaking proceedings, enforcementproceedings and administrative litigation and appellate proceedings. Ms. Walkerhas also held numerous leadership positions at Holland Knight.
