William (Bill) A. Mullins is a Partner and Transportation PracticeGroup leader at Baker Miller PLLC where his practice concentrates on allaspects of the transportation industry, including legal analysis in railroadrate and service issues, rail restructuring transactions (mergers, line sales,line constructions, and line abandonments), the creation and formation ofshortline railroads, federal preemption and the interplay between federal andstate laws, motor carrier licensing, pooling, and merger agreements, as well assafety compliance, intercity passenger bus company matters, and rates andservices of pipelines not regulated by the Federal Energy Regulatory Commission.

He represents clients in proceedings before theSurface Transportation Board (STB),the Department of Transportation (DOT) and its sub-agencies, such as theFederal Railroad Administration (FRA), the Department of Justice (DOJ),various U.S. appellate and district courts, and provides strategic andgovernment affairs advice with respect to dealing with federal regulation andthe United States Congress.

Mr. Mullins is a nationally recognizedexpert in transportation law having gained experience through his governmentservice at DOT, DOJ, and the Interstate Commerce Commission (now the STB) andthrough over 16 years of private sector experience. At the ICC, he served as Counsel and Chief ofStaff to several Commissioners and the Chairman. Before his service at the ICC, he worked atthe DOJ and served as a member of the Task Force for the confirmation ofSupreme Court Justice William Rehnquist. Prior to his experience at DOJ, he served at DOT in the AntitrustDivision of the Office of General Counsel. Prior to joining Baker Miller PLLC, Mr. Mullins was an equityPartner and the Transportation Practice Group Leader at Troutman Sanders, LLP.

Colorado born (1961) and raised, Mr.Mullins was educated at the University of Colorado where he had the honor ofjoining Phi Beta Kappa his junior year and later graduated in 1984 with aBachelor of Arts in General Studies Summa Cum Laude and a B.A. in PoliticalScience Magna Cum Laude. Hereceived his Juris Doctor from the University Of Colorado School Of Lawin 1987.

Some of Mr. Mullins largest representativeengagements include serving as leadcounsel in the NAFTA Rail transaction, which involved placing a Class I U.S.railroad and the largest privately owned Mexican railroad under common control andmanagement, a transaction that had never before been proposed. He was involved with the railroadprivatization process in Mexico both inside and outside of the government.

Otherrepresentative engagements include representing a Class I railroad or largeshippers in every railroad merger since 1993, representing shippers andcarriers in rail line construction,abandonment, and trackage rights proceedings, providing business andregulatory advice to companies involved in forming, acquiring, or sellingshortline railroads, transportation advice and counsel on several transactionsundertaken by one of Wall Streets largest private equity placement andfinancing firms, representing public andprivate entities in structuring transactions allowing for development of bothfreight and passenger operations, advising city and county governments on owning,operating, and dealing with railroads, and providing corporate executives withstrategic and policy advice in dealing with federal regulations and Congressionalrelations. He has also represented motorcarriers with respect to mergers, licensing, and safety regulation. Mr. Mullins is a formerBoard Member of the IntermodalTransportation Institute at the University of Denver.

Hisprofessional affiliations include the Association of Transportation LawProfessionals, the American Short Line and Regional Railroad Association, theColorado Bar Association, the District ofColumbia Bar, and The Federalist Society. He has been a panelist or featured speaker at various conferencessponsored by the Transportation Research Board, Transportation ResearchForum, and Escalation Consultants and has served as a guest lecturer on a panelat the Center for International Legal Studies Conference in Salzburg, Austria.
