Daniel leads the firms natural gas pipeline group. In his practice, Daniel represents clients in the energy industry on regulation, competition, and transactional issues. He assists natural gas pipeline and storage companies, natural gas distribution companies (LDCs), electric utilities, generation owners, and energy trading companies in proceedings before the FERC, state public utility commissions, and the U.S. Courts of Appeals, particularly in matters related to administrative complaints and litigation, merger proceedings, rate-making and certificate proceedings, and investigation and compliance matters. Daniel also counsels clients on a variety of issues that arise in strategic planning and commercial matters. Daniel has extensive litigation experience before the FERC and the U.S. Courts of Appeals and regularly represents clients in administrative proceedings including ratemaking, certificates, complaints, rulemaking and enforcement matters.
With a background in engineering, Daniel understands the real-time logistical and operational problems that energy companies often face. Daniel has leveraged his unique skill set to address emerging issues in the industry, including creative transactions to help develop and construct large natural gas infrastructure and new technologies and regulatory concerns involving liquified natural gas (LNG), compressed natural gas (CNG), and renewable natural gas (RNG) production, transportation, and distribution.
Daniel also regularly provides pro bono services, representing clients ranging from the Catholic Charities of the Archdiocese of Washington to Kids in Need of Defense, as well as other nonprofits. He is an active member of the Energy Bar Association, the Hispanic Bar Association of Washington, D.C., and the Legal Council on Legal Diversity.
