Mr. Kinney is past chairman of the Arlington Community Service Board, the Arlington Housing commission and Northern Virginia Legal Services. He also served on the Board of the Arlington County Community Housing Finance Corporation and currently as Trustee of the Arlington County Employee Retirement System. Mr. Kinney also currently serves as Vice President of the Clarendon Alliance and as Trustee for the Arlington Community Foundation and the Community Residences Foundation.

Mr. Kinney is a graduate of Duke University and the University of Chicago Law School. He is also the recipient of the Regional (Reggie) H. Smith Post Graduate Fellowship and is a Director of John Marshall Bank, a Washington, D.C.-area community banking organization.
